Top level domain ".by" is the country code top level domain (ccTLD) of Republic of Belarus
The administrator of the top level domain (TLD) ".by" is SCSI who operates together with ICANN, IANA and ccTLD.
In order to register a domain under the ".by" zone the following requirements need to be met:
• Only legal entities of Republic of Belarus can be a Registrar of domain names.
• Any computing and communication equipment and devices used for operation of the domain registration system should be provided with uninterrupted electric power supply.
• Registrar should arrange reliable operation and round-the-clock control of capacity for work of the system of servers of applied services.
• The registrar should receive a special permit (license) of the State Center for Security of Information of Republic of Belarus for activities in technical protection of information.
• Registrar should provide access to computing facilities and the data of domain name registration units for the Administrator of ".by" domain for periodic checks of conformity of his system with the Rules and technical requirements.
• Registrar should possess personal Internet node with the following minimum required informational services and subsystems:
- subsystem of electronic mail;
- subsystem of Web-server;
- subsystem of interaction with the Register of ".by" domain.
• Operation of a registration system, as well as solution of any issues in provision of safety of information for its subsystems should be performed by technical support service of the appropriate Registrar.
If you wish to register a name under the ".by" domain make sure that the name meet the following criteria:
• The characters which may be used in a domain name are the 26 letters (a-z) of the Roman alphabet.
• The digits allowed in a domain name are 0-9 and the hyphen (-). Though please note that the hyphen may not be used in the beginning or the end of the domain name.
• The hyphen can not be on the third and the fourth place due to the IDN's (International domain name) punycode.
• Each name can not contain more than 63 characters and not less than two. (has to be at least two letters)
• It is recommended that public, governmental, military and law-enforcement institutions of Republic of Belarus should register third level domain names under ".gov.by", ".mil.by" respectively.
• When choosing a domain name, it is recommended that applicants use name of their company or group of institutions in whose name they are applying. It is also recommended that applicants should avoid applying for names coinciding with well-known trademarks or names of other companies.
Please note that the applicant bears full responsibility for possible violation of rights to any registered trademark or other intellectual property, as well as for any conflicts arising from use of names of other companies. Though a domain name will not be approved if the domain name already exists and has been registered to other registrant or if the domain name contains obscenities and/or word forms contravening to the legislation of Republic of Belarus.
The following second level domain names are currently available under the ccTLD ".by" (Please note that these subdomains have specific restrictions):
".by", ".gov.by", ".mil.by", ".minsk.by", ".net.by" and ".com.by"
The approval for domain names works automatic hence it will be necessary to check if the domain name is available before the application is sent. It will also be good to know that since the system is automatic the decision on each application is sent to the respective registrar within 5 business days (After the application has been received).
If domain name is not paid within 30 days after receiving the notice, the application will be canceled and the domain name will again be available for registration.
